A major US pipeline operator was managing production change failures that created safety and compliance exposure. The governance model for operational changes had not kept pace with the complexity of the operation. Approval structures were unclear. Coordination between functions was informal. At the same time, a critical pipeline station was transitioning from local to remote operational control. The two challenges could not be addressed independently.
Spinnaker redesigned the enterprise change management process and managed the OT transition concurrently. Governance structure, approval authorities, coordination workflows, escalation procedures and urgent change authorization were defined and documented. The OT transition was managed with full scope documentation, electrical systems review, transition planning and program management throughout. Both engagements were designed with explicit recognition that a process gap in this environment is a safety event, not a project delay.
